We're testing referrals with a limited amount of freelancers to make sure this works as intended, but eventually our plan is that every freelancer on Upwork will be able to refer someone for job invites.
Any freelancer who is randomly included in our initial test will have the option to decline and refer a freelancer on job invites.
For now, you can only refer freelancers on Upwork to a job invite. If you know someone, that's great! Otherwise, you will have the option to search for a freelancer if you’d like to do so—you can also just decline.

When you decline a job invite, you will have the option to refer another freelancer on Upwork.
To refer a freelancer, simply paste their profile URL or the email that is associated with their account. If the email is not associated with an Upwork account, they will not receive the referral.
Declining a job and referring a freelancer does not affect your JSS. It will affect the response time that displays on your profile just like declining a normal invite. The action taken by the freelancer you refer will have no impact on your profile.
If you receive a referral, you will have the option to accept or decline the invitation, and it will affect your response time just like a normal invite.

Whether you receive an invite from a client or a referral from another freelancer, accepting or declining within 24 hours looks professional to clients and helps them know who is available.
