"Mark was unable to manage anything outside of the IoT scope of work and, even then, he was not terribly time efficient at any of the skills he claims to have. We were originally quoted 160 - 200 hours for the work and we had to cancel the project at 260 hours when Mark stated that he "believes he may have something functional soon". For the last 6 weeks, he dragged his feet and made sure to charge us to learn skills, as evidenced by the screenshots on his timesheets. When asked to justify a number of additional hours, Mark was unable to do so and got somewhat combative, which prompted us to look closer at what he was doing. We absolutely should have kept a closer eye on him during the project, however, our organization believe that professionals do not need to be micromanaged. This experience has changed the way we will approach projects like this should we ever farm this out on Upwork again, which is unlikely in the near-term."
