Automate EC2 Instance 'Tagging' in AWS

Looking for someone to create some sort of automated solution to search instances every night at midnight, and apply appropriate tags to instances missing tags in AWS. We are using 100% Microsoft based servers in AWS.

If possible, a powershell solution would be great. But, I am more open to something, that would be very extensible-and easy to work with on the installation and management side.

Something self-service (web portal) would be great-but not a requirement. It would be even better if the script could run through at midnight, determine what instances are missing tags-and then poll each instance and get the domain joined hostname, and apply a tag based on naming convention and hostname for the name value, and other tags as appropriate.

This needs to be done ASAP -and am looking for quick turnaround. Submit your proposal quickly, I am looking to hire someone to get started as soon as they are hired.. Hopefully with turnaround time between 12-48 hours.

You MUST be very familiar with the AWS API and .NET, Ruby or Python SDK.
