Creating a foolproof form in PDF format

We have a template form in Microsoft Word format that we have a lot of trouble with formatting, boxes not shrinking or not expanding when we want them to, page breaks getting messy etc.

We would like to put this into PDF format so that our staff can enter the data they need to without wasting time resizing boxes, changing fonts etc etc. It is not a web based solution we are looking for, but a form that we can type into.

I believe this is possible using Acrobat and this would be the easiest format to share without compatinility issues but I am open to suggestions!
