GovSource is a cloud based IT Application Development platform focused on government customers. It offers three main services:
A contractor sourcing platform based on Wordpress & Buddypress with custom extensions. Much like www.odesk.com, this service will allow contractors to publish their resumes and will allow government customers to post jobs, search, interview, and hire contractors on an hourly basis. Automatic weekly billing based on approved timesheets.
A hosted Application Life-cycle Management (ALM) platform based on Redmine and Git. One instance per government agency (launched as a clone of an AWS AMI), with an unlimited number of projects and users. Billed on a flat monthly subscription fee.
The ability to launch any number of development and test server environments. Offered as a simple dashboard leveraging Amazon AWS web-services. Billed monthly as a simple mark-up on AWS fees.
The key differentiators that will position GovSource as the platform of choice for government customers are:
Alignment with the Government procurement model. This requires a separation of roles between the Government procurement officer (who will authorise budget limits on each project), and the government project manager who will hire / fire contractors and approve timesheets. GovSource will provide project reporting that allows progress to be managed against budget (eg 50% of tasks complete, 40% of budget consumed).
Contractor quality and job quality controls. This requires screening of contractor resumes and alignment with government skills categories and security clearances (performed by GovSource recruiter), and independent code reviews (performed by any of a specially selected and security cleared contractor pool).
GovSource will be an Australian registered company, with local presence in Canberra, and will be listed on Dept of Finance approved Multi-Use lists and contractor procurement panel providers.
