I need an electrical engineer to design an plug-in energy monitor essentially combining an ammeter with a receptacle tester and watt meter.

Please let me know your thoughts and how much you think it would cost to take this from this idea stage to a first prototype. The prototype could be a simple 3D printed enclosure. Thanks.
