I am hiring for an American PhD student who is interviewing staff in two government ministries in Rwanda.  Interviews need to be transcribed into a pre-formatted Microsoft Word template that already has the 28 interview questions typed in.  

Rate and scope of work
I will pay for each accurate transcription of an interview at a rate of $24 per audio hour, prorated to minutes. For example, if the audio interview is exactly 30 minutes long, payment would be $12. If it is 42 minutes long, payment would be $16.80. If it is 55 minutes, payment would be $22.00.

I expect to hire 1-2 non-agency freelancers to do the transcribing. I would begin by giving a transcriber one audio file to transcribe.  If results are satisfactory with respect to both accuracy and turnaround time, I would try a second, and so on.  There are at least 5, potentially 10 interviews in all to be done

Language of interviews
The interviews for this contract are wholly in French or in both English and French.   In general, there are just two people speaking in each interview – the researcher and the Rwandan interviewee.  However, there is a Rwandan research assistant / translator, who occasionally speaks to help clarify a question or answer – this does not happen very often and may not happen at all during any given interview.

No translation need be done.  The pre-formatted template in Word contains the questions in English and the transcriber need not retype them whether they are asked in English or in French.  The interviewee's response along with any follow-up questions and responses must be typed in whatever language the person speaks in.

Duration and quality of recordings
The interviews range from 30 minutes to over an hour long, the average length is 45 minutes. The audio quality varies.  A few have no background noise and the interviewee speaks loudly and clearly.  Most have some construction noise or other noise in the background and/or the interviewee speaks more softly or has a heavier Rwandan accent.

Timestamp and other instructions
The transcriber needs to put a time stamp at the start of each question and transcribe the interviewee's response and any follow-up questions and responses.  Explicit instructions (in English) will be given.

Work schedule
Expected turnaround time: there is some flexibility, but I am looking for a turnaround time of 2-3 days after providing a link to the audio file.  All of the work must be completed by 1 April 2014.

The transcriber must explicitly acknowledge the confidentiality provisions of the oDesk User Agreement.

This job requires fluent, grammatically correct French and English and MS Word skills. It also requires that the applicant be detail-oriented, patient, accurate, and both willing and able to follow the guidelines that will be furnished exactly.

• Do you have reliable internet and the ability to download an mp3 file as large as 100,000 KB?
• Do you agree to delete all the files I have sent when you are finished as well as the transcript file you have done?
