I'm to build software that allows non-economists utilize econometric analysis. Something very analogous to TurboTax for tax preparation - a person doesn't need to know anything about accounting, about tax law, etc, but the tool (through a series of guided questions) allows a novice to complete tax preparation. First step of this project will be to produce a proof of concept (built in Excel or Access or something), I'd like to build a tool that walks a user through SLR, and checks the assumptions Gauss-Markov/BLUE assumptions. I'd like something turned around very quickly here (by May 2nd). Willing to pay a premium for this. If this first phase is achieved, we'd move the tool to more durable platform, and begin to layer in additional econometric tests. Goes without saying - expertise in econometrics, Access/Excel, a statistical package like R, required. Please describe other programming languages you're comfortable with as well.
