This is a unique project for a freelance electrical/computer engineer. I'd like a hardware design, as well as a prototype for a complete system to send and receive video over shortwave.
There will be an HDMI input to the transmitter. As I'm told, bandwidth for shortwave is very limited, and incapable of supporting a direct HDMI stream. Therefore, there will need to be some solution to convert HDMI to a lower quality signal prior to transmission. That solution will be part of your work, and will be performed by the transmitter.

The sender and receiver will be separate units. The sender will take an HDMI input. The receiver should have either a USB or HDMI output, for connection to a PC or TV. For now, this is a proof-of-concept prototype, so audio will not be required.
