I’m looking for an experienced freelancer to do a thorough assessment of best practices in performance measurement & results-based management for public sectors around the world. The analysis needs to include countries from Europe, Asia, Australia, New Zealand, Middle East & North America.
For each of the countries or regions covered, the required analysis should include the following:

How long did it take to see the impact in the various government sectors?
Is the process sustainable, or was it abandoned after a while? If so, why?
