My Ph.D. Thesis on "Urban Infrastructural Development – Emerging Challenges and Policy Implications: The Role of Municipal Corporations” has been made and approved as Doctoral Work. My Research Work needs to be converted into a book form. Background of Thesis – India is known for its Urbanization and Urban Development right from the days of Harrapa and Mohanjo Daro. The present urban population is around 31% which is expected to grow around 50% taking into the account the Peri-urban and R-Urban sector. The urban sector contributes to around 70% of the GDP and almost all the service sector. All the growth is going to take place in this sector and almost all the employment opportunities are coming up in this sector. The urban sector shall be the engines of Economic Growth.
The urban infrastructure is the backbone of urbanized living. The key urban infrastructure areas are Water, Sewerage, Drainage, Solid Waste Management, Roads, Urban Transport, Urban Transport Infrastructure and Street Lighting. All the urban infrastructure sectors are studied in detail with respect to the sub-parameters set. The Government of India has accepted the benchmarks of urban services delivery, for example every urban household has the service benchmark with regard to 24x7 water supply. How much of this is being delivered in terms of hours of water supply of household is matter of the present study of water and one parameter that is supply. There are 8 parameters of measuring the service delivery of water.
The all the urban infrastructure have been studied in detail with regard to present level of delivery of the services. This is then compared to the benchmarks. The gaps are identified and the gaps are sought to be filled by providing a basic infrastructure facility which has been calculated by empower committee on urban infrastructure. The population, the existing gap and the cost in fulfilling gaps were base of calculating the quantified cost estimation in fulfilling the gap.
The present thesis deals with an all India scenario with 32 cities of the country and 109 local bodies of Madhya Pradesh. With the present tool since the benchmark urban survey has been done for the entire country of all the urban local bodies hence the estimation of quantifiable monetary requirement to fill the gaps in any state and in any urban local body throughout the country can be worked out.
The present study is from the point of view of urban local body, the problem face by them, the institutional financial and manpower support required and the simple method to calculate the cost to meet the urban services. The present study also deals in Urban Finance, Constitutional Amendment, Women, Child, Poor, Elderly and Handicapped etc.
