I am looking for an engineer to assist me in putting together two schemes: one for the induction charging of a battery which will heat a portable device and the other to heat the device directly by induction without a battery. This will be for a portable electronic device on a small scale: on the first one the battery will be made with two AA or A cells and the heating will be up to 45 deg C only, in both cases.
I am looking for a capable engineer who is not only experienced in induction devices but also in working as a consultant and who knows how to deal with clients. I am not looking for somebody who is used to working as an employee or who needs to be guided by the hand by a boss. Good English is essential for proper technical communications. I need the engineer to send me examples of jobs he has done charging battery devices and heating, both by induction.

There will be no circuit design at this stage, I need to know what is needed to make the two ways to heat up the portable device in order to compare them. I will need an initial list of components to determine their size and cost. Then I will have a picture of how big the devices will be, in each case, and its potential manufacturing cost.
The next job I post will be to do the circuit design, on one or both options, leading to a working prototype.
I need a price for the two schemes. Milestones will be agreed with me.
