We're in the process of designing a series of 3 small buildings on an infill lot in the City of St. Paul, Minnesota. City zoning requirements must be addressed and complied with as part of the scope of work on this project.
There was a house on the property, that has since been demolished.
The City has an undeveloped alley on the east side of the parcel and an undeveloped street on the south side of the property. We want to develop a parking area in front of the prospective, main building on the north side of the property, with a concrete, asphalt or block paved parking area on the same north side.
We also need to create a driveway for access to the building, which will have a south-facing garage on a walk-out lot (Because of the significant grade changes in the topography). The house is going to be carriage styled house with the garage on the lower level facing the undeveloped street on the south and the main house (on the upper level) facing the street on the north side (if the City allows, the main entry will be from the east facing the prospective driveway/parking area).
Since the parcel is on a high traffic parkway that serves as a thoroughfare, the parcel needs to give special attention to landscaping for security, with fencing and tree/bush/foliage placement, e.g. use of plants like arborvitaes, etc. Additionally, there's a problem with water pooling on the south side of the property within the area of the undeveloped city street (Ivanhoe Avenue). We'll need to prepare a design to mitigate this problem to present to the city. If it's not too expensive, we may complete it to prevent a hassle with the City of St. Paul in addressing the matter.
The ground is extremely muddy and will not support vehicle traffic/parking, on the south side of the lot without some sort of soil corrections (class 5, or some other fill/stabilizer) This needs to be taken into consideration because we intend to park a 53' trailer on the parcel for ready access to construction materials and household goods. The base will need to be created both to stabilize the trailer and for future use to park a travel trailer or motorized RV.
