An outline: Is a rough layout of a future written work. Not an actual script, but more of a blueprint; or makeshift map. That a treatment, or full blown screenplay can then be planned around, and pitched from. It's basically a story in its infantile, beginning, or foundational stages. An encapsulation of the tale.
A treatment: Can, at times read like an outline. But it's a far more thorough rollout of your overall concept. Whereas an outline more often than not teases affairs, a treatment meticulously breaks down the sequence of events from start to finish. With vital plot points, twists, turns, and character information all covered in the document.
Either way you slice it. Both are key components in laying the type of solid groundwork that can give rise to a great horror script!
