Since 2006, our company (eutraining.eu) offers online test preparation services to candidates for the European Union's civil service selection competitions organised by EPSO, the European Personnel Selection Office.


Summary
We’re currently looking for a Data management and data knowledge expert to author multiple-choice test questions related to the field of Data management and data knowledge as described in the EPSO Notice of Competition. (attached)


These will be used as practice questions on the EU Training platform by candidates who are preparing for the EPSO Data experts competition exam.


It would be ideal if the author has an EU background with a basic understanding of the EU institutions (ideally someone who has worked with or for the EU institutions)

Language: English (Cambridge British English)
Level: Expert (grade AD7)
100 questions
Questions should assess knowledge and skills relevant to the eligibility criteria and level of experience required as detailed in the Notice of Competition AND the duties expected as described in ANNEX II of the Notice of Competition. - please read thoroughly and use the references and links there.(attached)
Questions must reflect the level of responsibility expected from grade AD7 specialists working in or with EU institutions.
What “AD7” means. It’s a grade within the EU Administrators (AD) function group. Administrator careers run from AD5 to AD16; AD7 sits well below senior and management grades, squarely in the experienced specialist bracket. EUR-Lex+1
Type of work. Administrators (non-linguistic) are responsible for conceptual policy work and implementing EU policies—drafting proposals, running programmes and projects, advising on legislation, managing files with other institutions. This is the core “policy professional” track.
QUESTION FORMAT
Each test question must consist of the following:
1 question
4 answer options: 1 correct + 3 incorrect
A detailed explanation of approx. 3-5 lines (or 30-50 words) explaining why the correct answer is the right one.
Avoid the pattern where the longest answer is always correct.
Where possible, include two very similar answer options that could both appear correct, but ensure that only one is the correct choice.
All the questions must be unique, proprietary, and focused on knowledge of the field
Text passages included in the tests must not be politically or in any other way biased or opinionated
Preferably and wherever possible, the questions should not be linked to current or recent events which may risk that they become obsolete or incorrect within 1-2 years (e.g. asking about an ad hoc committee, a specific politician who may leave office etc.)
Content format: Word document or shared Google document
Use ANNEX II as a guide for question topics
Submitted questions will be revised to check their quality
We may work with multiple providers and the workload would be shared or cross-checked.


Guidelines for using AI
Although we prefer  limiting AI use to ensure originality and quality, we recognise that it can be a practical tool in today’s workflow. If you choose to use AI tools to assist in drafting questions:
Work in a private, non-public, and non-searchable environment. Do not use platforms or settings where prompts or outputs may be made publicly available, indexed by search engines, or stored for public AI training datasets.
Train the AI with the materials provided (including the Notice of Competition, EPSO guidelines, and any sample questions) so it produces contextually accurate, role-specific content.
Review, edit, and ‘humanise’ each question to ensure originality, accuracy, and alignment with our quality standards.
Avoid detectable patterns (e.g., longest answer always being correct, overly formulaic wording, or generic question structures).
Verify EU orientation. Ensure each question reflects the relevant EU context, policies, institutions, or practices.
All AI-assisted drafts must undergo the same quality review as manually written questions.
Additional task
As part of your work creating the field-related practice questions, please also prepare a resource list and an intro for candidates. This will guide their further study and explain how the questions reflect their real-world duties. This is easiest to do in parallel with creating the questions.
What is needed:
A list of resources you used to write your questions and any more recommended reading for further study.
A brief introduction explaining the purpose of the field-related questions, with a focus on how they align with the real-world tasks expected of them. This should also explain the importance of thematic overlaps between fields, which are intentional and reflect the cross-functional responsibilities in the European institutions.
As an example, you can refer to the Field-Related MCQ resources articles already published on the EU Training website.

Fee
15 dollars per question authored.

Delivery
Please deliver 5 questions as a sample so we can provide feedback before proceeding further.Questions can be submitted in batches of 20-25. (Subject to future agreement.) They must be delivered via a shared google document or a Word doc.

Deadline
28th November Friday 2025.


Copyright
EU Training (Arboreus Kft) retains full copyright for the test items. Any shared documents must not be shared, downloaded or printed without prior written consent from EU Training (Arboreus Kft.)

Non-disclosure
As part of the contract we request all question writers to sign a Non-Disclosure Agreement.

Warranty period
We request a 12-month guarantee for all questions from the date they are delivered. If an error report is submitted by our users within this 12-month period, the author must review and if needed, correct the questions at no extra cost.

Beyond warranty period (Task 2)
As a separate task, we will need further assistance in managing error reports after the initial warranty period ends.
It is difficult to determine the actual workload that should be dedicated to this task, but
the estimate is 2 hours a month. Please provide your hourly fee.
