Architect/Engineer — Fix County Plan Review Comments for Private School (Prince George's County, MD)

Summary

Overview I have a building permit project in Prince George's County, Maryland. The project is a change of use of an old daycare that is becoming a private school at 6709 Old Branch Ave., Temple Hills, MD (Permit #COM-00979-2026). The County reviewed our drawings and sent back a list of comments. Some things passed. Some things still need to be fixed before the County will approve the plans. I need an architect or engineer to fix these comments, update the drawings, and write the reply letter the County asks for. What "fixing a comment" means For each comment you will: make the change on the drawings, and write a short note back to the reviewer that says what you did. The County wants the fixed areas "clouded" (circled with a cloud shape) on the drawings, plus a written response letter for each reviewer. That letter is required, not optional. The work, grouped by reviewer 1. Fire / Life Safety (Reviewer: Nasif Tofa) — 1 large comment, still open. This is the biggest part. It follows the 2021 IBC and 2021 NFPA 101 (use the stricter rule where they differ). You will need to: Remove codes that don't apply (NFPA 13R, 13D, IRC) from the Applicable Codes list. Provide occupant load calculations for the whole floor (IBC 1004.5 / NFPA 101 7.3.1.2), including lobby, activity area, break room, and shop. Say clearly whether the courtyard is a children's play area, and if so show it meets fire/life-safety rules. Explain what happens to the windows (the floor plans show none) — are they removed or blocked? Fix rooms with no exit shown (example: storage room 112) and fix the mislabeled Area A / Area B on A-3.1 (Area B drawing is missing). Add an interior finish schedule with material class for walls, ceilings, floors (IBC 803.13 / NFPA 101 Ch. 10). Build a full life-safety plan on one sheet: complete egress analysis, furniture/fixture plan, travel distances and common path of travel (IBC 1017.2, 1005, 1006.2.1, 1020.4, 1029.8), number and layout of exits (IBC 1005–1007), and show that basement and 2nd-floor tenants can exit without walking through the 1st-floor tenant space. Show exit stair/ramp fire ratings and shaft enclosures (IBC 713.4, 1024), label every stair and ramp, and show exit discharge to the outside (IBC 1024, 1027.6, 1028). Provide a full door hardware schedule, label all doors, confirm door swing and panic hardware (IBC 1010.1.9.4, 1010.1.2, 716.1(2); NFPA 101 16.2.2.2.2), and tempered glass marks where needed (IBC 2403). Show tenant separation ratings between the basement, first, and second floors where stairs connect them (IBC 508.4; NFPA 101 6.1.14.4.1(b); PG County Sec. 4-151). Provide the emergency action plan (NFPA 101 16.7.1), mark hazardous areas (NFPA 101 16.3.2), show fire extinguisher type/location (IBC 906, NFPA 10), and show exit signs, directional signs, and emergency lighting on the reflected ceiling plan (IBC 1008). 2. Mechanical / HVAC (Reviewer: Vatsal Patel) — several open comments. Follow current PG County code, 2021 IECC, and 2018 IMC. Work includes: Update the code-compliance notes to match current PG County code (see the County's Building Codes page). Add duct insulation per IECC-2021 C403.12.1 and fix notes that don't match the floor plan (each exhaust fan = 70 CFM). Redo the outdoor air calculations using the correct occupancy for each space per IMC-2018 Table 403.3.1.1 (example: the "lobby" is really a toddler/infant room — use the right classification for every space). Reference the correct table (not "103.3.1"), and add an Ez (zone air distribution effectiveness) column. Give complete model numbers for both RTUs. Show fire/smoke dampers, TEF-6, and EF-2 on the mechanical floor plan; add room numbers in the exhaust fan schedule; confirm all toilet exhaust discharges outside at ≥70 CFM per fixture. Add a dead-band control range in the sequence of operation; clarify whether EF-2 serves the office or kitchenette. Make the mechanical floor plan background and room names match the architectural plan exactly. Add a second-floor plan with duct penetration details and a roof plan. Add duct smoke detectors for air systems over 2000 CFM with the correct sequence of operation (IMC-2018 606.2.1 & 606.4; NFPA 90A 6.4.2.1). 3. Planning (Reviewer: Herman Watkins) — 1 open comment. The site is in the CS zone. Update the site plan to show the change of use from daycare to private school. Include an updated parking schedule and the dimensions and requirements for the outdoor playground/activity area, per Section 27-5102(d)(3)(C). What you will deliver Corrected, sealed drawings (PDF) with all fixed areas clouded. A written response letter to each reviewer explaining what you changed, comment by comment. A resubmittal package ready to upload to the County portal. Who I'm looking for Experienced architect or engineer with Prince George's County DPIE plan review and resubmittals.
