Seeking Qualified Biologist / Environmental Consultant for Hillside Project (Fullerton) Project Overview We are seeking proposals from qualified environmental consultants or freelance biologists to provide compliance services for the Ladera Vista - Hillside Estate Project in Fullerton. The project's environmental mitigation measures apply specifically to an adjacent riparian area located just outside the project footprint. No direct impacts to the riparian habitat are expected. As such, an Incidental Take Permit (BIO-5) is not required, and the construction staging plan (BIO-1) is being handled by our engineers. We need an expert to execute the remaining mitigation tasks to ensure the adjacent habitat remains fully protected. Scope of Work Task 1: Workers Environmental Awareness Program (WEAP) Develop a training program regarding environmental compliance and adjacent riparian habitat protection. Conduct a pre-construction training session for contractors and on-site staff, and maintain training records. Task 2: Pre-Construction Nesting Bird Survey Conduct one (1) nesting bird clearance survey within 3 days prior to any ground-disturbing activities. Cover the project boundary and up to a 300-foot buffer (500-foot for raptors) where accessible. Deliver an immediate email summary and a formal PDF letter report with an exhibit map within 3 working days. Establish buffer zones in the field if an active nest is found. Task 3: Biological Monitoring Provide on-site monitoring during initial clearing, grading, and ground-disturbing activities. Ensure all construction activities stay within the project footprint. Provide daily notes, photos, and brief progress emails. Note: This task assumes up to ten (10) eight-hour monitoring days, to be billed on a Time & Materials (T&M) basis. Requirements Must be a qualified biologist experienced in conducting nesting bird surveys in Southern California. Deep familiarity with the Migratory Bird Treaty Act (MBTA) and California Fish and Game Code. Ability to generate professional, GPS-mapped exhibits and compliance reports.
