Blender Character Rigging for Cartoon Animation

I am looking for an experienced Blender character rigger to prepare and rig an original stylized cartoon character for animation. The character is a stylized, non-humanoid character with a cup/vase-like body, human-style face, arms, hands, and fingers. I need professional technical preparation and rigging of the existing Meshy model. The final character should be suitable for repeated cartoon animation and easy for an animator to pose. The rig should include body movement and posing, arm and hand controls, finger controls, eye movement, blinking, eyebrow controls, mouth/facial expressions, smooth deformation, professional weight painting, and animator-friendly controls. I need the final Blender file with the complete animation-ready rig. This is the first character of an ongoing animated series. If the first character is completed successfully, there will be additional characters to rig. Please include in your proposal: examples of stylized, cartoon or non-humanoid characters you have personally rigged, examples of facial rigging and deformation, if available, whether you would use Rigify, Auto Rig Pro, or a custom rig, and why, whether the Meshy model requires technical preparation before rigging, your estimated price and delivery time, and what you would need from me to begin.
