Summary

Build blueprint for a remotely controlled rover capable of stable, controlled movement inside a viscous liquid (transformer oil). This is a pure mobility test. The single question this prototype must answer: can we reliably move something through oil, on demand, in a chosen direction, and retrieve it safely? Also to share BOM (Bill of Material) by sharing actual/tentative cost.
