Build a Gamified Learning Website for Patent Agent Exam Aspirants

I’m looking for one experienced person who can be both web designer and developer to build a clean, mobile-friendly learning website for Patent Agent Examination aspirants in India. The idea is a Duolingo-style learning platform that helps students learn the Patent Act through short content modules, practice questions, visual progress, and gamification. This is a lean MVP project. I want to launch with 3-4 sections first, validate user interest, and then expand the platform.
