Build an Owned Company + Owner Phone Number Scraping Tool (Custom Python / API Waterfall

Project Overview: Royal Stone Investment Office sources and wholesales SMB deals (pool service routes, tree care, HVAC, grease trap cleaning, home services — any trade/service business) to institutional and PE buyers. We require a sovereign, self-serve data engine that allows us to input criteria like "grease trap companies in Oklahoma doing $5M+ revenue" and output a complete, verified list of companies, managing owner legal names, and direct owner mobile phone numbers. STRICT REQUIREMENT: This is NOT a Clay build, a SaaS subscription, or a rented database. We must own the code, database, and logic outright. All API keys (OpenAI, BatchData, Twilio, Google Places) will be loaded under our own pay-as-you-go developer accounts. If you disappear tomorrow, the system must run perpetually on our infrastructure. Core Functional Requirements: Flexible Universe Builder (Input Layer) Simple inputs: Industry/Niche, State/Region/Metro, and Revenue/Scale Proxy band. Scrapes raw entity registers: State Secretary of State (SOS) filings, government permit/licensing databases, USDOT fleet registries (where applicable), and Google Places API. Captures the full regional universe, not a partial B2B database slice. Owner / Decision-Maker Identification Extracts legal Managing Members, Registered Agents, CEOs, or Owners from state annual corporate filings and company metadata. Waterfall Skip-Tracing & Line Verification (Primary Focus) Passes owner legal names and registered physical addresses into a waterfall skip-trace API stack (e.g., BatchData API, Tracers API, or People Data Labs). Includes automated phone verification (e.g., carrier lookup via Twilio API) to strip out landlines, VOIPs, and disconnected numbers—outputting verified direct personal mobile numbers. Email sourcing is secondary / nice-to-have. Self-Serve Architecture & Clean Output Delivered as a executable Python script, light web dashboard (Streamlit / Gradio), or automated Make.com scenario writing to an Airtable Base / CSV. Easily repeatable by non-technical users for any state or industry keyword. Deliverables: Complete, fully owned source code, environment setup scripts, and clear documentation. Direct connection to our own pay-as-you-go API keys (zero middleman markups). A live test delivery of 25 verified owner cell lines for $3M–$5M+ targets in a test region/industry (e.g., Pool Services in Arizona) to verify pipeline accuracy before final payment release.
