Burning Papers VFX Simulation

I'm an indie filmmaker making a low budget short film, I need help creating vfx of a burning paper simulation in the attached shot where a man runs through the frame with an open briefcase. Attached is a sketch for how the effect should look - paper coming out of the briefcase and twirling in the frame. My budget is very low - this is a personal project - but the film has been backed by a lot of people and will be going to festivals. I'm hoping there is a VFX artist looking for something to add to their showreel, and in exchange for a low pay I can give you access to a lot of high end vfx stock footage and 3D army vehicle models, as well as an IMDB credit on the film.
