CPA or Enrolled Agent — SaaS Payment System Tax Compliance Review Stripe + QuickBooks Verification · Multistate Nexus · IRC §482 Implementation Contract Type Fixed-price, 3 milestones. Separate monthly retainer quoted by you for ongoing compliance. Budget $2,500 for the three fixed milestones. If your assessment of the scope differs, say so in your proposal — proposals are welcome with your own suggested structure. Timeline Approximately 7–9 weeks at 12–15 hours per week, or 4–5 weeks at full-time availability. Requirement Active U.S. CPA license or IRS Enrolled Agent status. Verified before contract award. Location Remote. About the work A pre-revenue consumer SaaS platform is preparing for commercial launch. A tax attorney has completed and signed an IRC §482 transfer pricing analysis and a 50-state plus District of Columbia sales and use tax nexus analysis. Both intercompany agreements have been drafted by that attorney. We need a licensed professional to verify that the payment and accounting systems are actually configured to do what those documents require — and to confirm, in writing, that we can process transactions correctly and compliantly across all 51 U.S. jurisdictions before we go live. The technical build is complete. Stripe products, tax codes, and metadata are configured. QuickBooks is set up across multiple company files with a full chart of accounts, placeholder GL accounts, and automated routing rules. Sandbox payment testing has been run and documented. Your role is review and attestation, not construction. What you will do Phase 1 — System and nexus verification Verify the transfer pricing rate, effective date, study reference, and arm's-length range are correctly entered and logged in the platform audit table. You verify; the development team enters. Independently verify economic nexus thresholds across 51 jurisdictions — measurement basis per state, revenue and transaction tests, SaaS taxability, and local jurisdictions that tax independently of the state. Build an 80% early-warning trigger. Assess taxability exposure arising from a downloadable mobile client in states that otherwise exempt cloud-hosted SaaS. Verify Stripe tax configuration: product tax codes across all products in both modes, automatic_tax status, customer address collection for tax sourcing, tax-inclusive versus exclusive pricing, bundled product treatment, receipt tax presentation, and chargeback reversal flow. Review state income, franchise, and business registration obligations, distinct from sales tax nexus. Identify consumer use tax exposure on out-of-state purchases. Phase 2 — Intercompany templates Review, correct, and approve a monthly management services invoice template built on a cost-plus-markup methodology. Review, correct, and approve a quarterly royalty statement template calculated on a contractually defined net revenue base. Document the monthly accrual, quarterly settlement, and annual true-up mechanism. Phase 3 — Accounting review and go-live validation Full QuickBooks accounting review across multiple company files: chart of accounts, placeholder accounts, metadata-to-GL routing, intercompany zero-balance verification, class segregation, sales tax payable reconciliation to collected tax, and automated rule confirmation. Confirm federal tax classification for single-member LLCs and adapt intercompany journal entries for disregarded-entity treatment. Establish a books-to-tax reconciliation. Review revenue recognition, deferred revenue, proration, failed payments, and discount treatment for subscription billing. Trace transactions end to end in three stages: sandbox, live production with a real card, and settlement through to the business bank account — covering new subscriptions, renewals, upgrades with proration, cancellations, failed payments, refunds, and chargebacks. Deliver a written go-live readiness statement and a conformity statement confirming the platform matches the attorney's study and the executed agreements, and that documentation is retrievable on examination. Conduct a recorded walkthrough. Ongoing retainer — quote separately The fixed milestones are the entry point. The ongoing engagement is where the relationship is: Monthly close across multiple entities, including intercompany accruals and consolidated reporting Monthly nexus threshold monitoring, state registration filings as thresholds trigger, and sales tax remittance Quarterly royalty statements, management fee true-ups, and transfer pricing review Federal and state estimated tax calculations, annual entity returns, information returns, and annual §482 testing Please quote your monthly retainer separately from the fixed milestone price. What we are looking for Active U.S. CPA license or IRS Enrolled Agent status — license or enrollment number required before award Multistate SaaS sales tax experience, including economic nexus analysis and state-level taxability determination Working knowledge of IRC §482 and contemporaneous documentation requirements — you are not authoring the study, it is complete and signed Multi-entity QuickBooks review experience with intercompany transactions Familiarity with Stripe and Stripe Tax, and with automated ledger sync tools Comfort working with disregarded-entity federal treatment alongside legal-entity accounting Access and working arrangement QuickBooks Accountant access from Phase 3 onward; the owner retains Primary Admin Read-only access to Stripe and to the platform settings throughout — configuration changes are made by the development team on your written recommendation, and you verify the result You prepare and file returns; the owner authorizes and executes tax payments A mutual NDA must be executed before any system credentials or financial documentation are shared Screening questions Please provide your active CPA license number and state, or your IRS Enrolled Agent number. Describe how you would independently verify current economic nexus thresholds across 51 jurisdictions. What sources would you use, and how would you handle the fact that states measure over different periods? A single-member LLC pays a management fee to another single-member LLC with the same owner. Describe the federal income tax effect and how you would record it. A SaaS product is delivered partly through a downloadable mobile application. How does that affect taxability analysis in states that exempt cloud-hosted software? Describe your experience reviewing multi-entity QuickBooks files for intercompany classification and tax treatment. What is your realistic weekly availability for this engagement? Please quote your monthly retainer for the ongoing compliance work, and separately quote annual return preparation. Are you comfortable signing a mutual NDA before receiving system access and financial documentation? Please confirm. FULL SCOPE OF WORK A detailed 19-page Statement of Work covering every deliverable, acceptance criteria, engagement terms, and the full compliance framework will be provided to the selected candidate upon award, following execution of a mutual non-disclosure agreement. Entity names, system identifiers, and financial details are withheld from this posting for confidentiality. Proposals that address the specific scope will be prioritized over generic responses. If your read of the effort differs from the posted budget, we welcome your assessment and suggested structure.
