Civil 3D CAD Technician

ESM Engineering is seeking an experienced AutoCAD Civil 3D technician to prepare a concept site plan for a confidential 50+ acre RV resort in Hillsborough County, Florida. The exact parcel location, survey, aerial, and identifying project information will be released only after the Upwork contract is accepted. Initial files may be provided on assumed coordinates with identifying information removed. 1. Scope Prepare one upscale RV resort concept that maximizes practical site yield, capped at 400 total RV and cabin/park-model pads. Do not force 400 sites. If wetlands, stormwater, buffers, tree preservation, circulation, or other constraints limit the site, identify the maximum practical yield and explain the primary limiting factors. The concept should include: Curving internal roads that contribute to a resort character; avoid long straight grid-style road runs. Mix of back-in and pull-through RV pads, with pull-through sites generally positioned as the premium product. Turning geometry suitable for large Class A RVs with towed vehicles. Schematic entry/check-in area with gatehouse, stacking, and guest parking. Central amenity core with pool, clubhouse/pavilion, and recreation space. Dog park, open space, maintenance, dumpster, and service areas. Reasonable stormwater-management placeholders. Potential tiny-cabin/park-model area along the south side, integrated beneath existing tree canopy where practical. Tree preservation incorporated into the initial layout, rather than addressed after the roads and pads are established. Numbered sites and a site-data table by pad type. A completed Florida RV resort plan will be provided as the primary geometry and design-character reference. It is a reference for layout standards and design approach and is not to be traced or copied. All work is concept-level. 2. Applicable Criteria Source Governs Hillsborough County LDC §6.11.110 RV park standards, including access requirements, minimum RV-space area, density, internal roadway criteria, setbacks, and circulation. Hillsborough County LDC §4.01.06 Tree preservation and removal requirements, including protected trees and Grand Oaks. F.A.C. 64E-15 / Chapter 513, Florida Statutes State recreational-vehicle park standards. Hillsborough County requirements govern where more restrictive. Hillsborough County Transportation Technical Manual Road geometry, access, driveway spacing, and sight-distance criteria. Florida Fire Prevention Code / NFPA 1 Emergency access, minimum clear widths, and required turnaround provisions. SWFWMD / EPC of Hillsborough County Stormwater, wetlands, and applicable environmental buffers. Detailed design criteria and ESM standards will be provided at kickoff. 3. Confidentiality — Binding Upwork Contract Terms By accepting the Upwork offer, the Freelancer agrees that the following confidentiality requirements become material and binding terms of the Upwork contract. No separate NDA will be required. All client identities, property locations, parcel information, surveys, aerials, drawings, reference materials, communications, and work product are confidential and may be used solely to perform this contract. The Freelancer shall not: disclose project information to any other person or entity; subcontract, delegate, share access to, or permit another person to perform any portion of the work without ESM Engineering's prior written authorization; publish or display the project in any portfolio, résumé, website, proposal, social-media account, or marketing material; upload, paste, or submit project information to any public AI platform, model-training service, public file-sharing service, or unapproved cloud system. All project-specific work product becomes the property of ESM Engineering upon payment. At completion or upon request, the Freelancer shall return or permanently delete all project information and confirm deletion in writing. These obligations remain in effect for five years and survive completion or termination of the contract. Unauthorized disclosure or use of confidential information constitutes a material breach of the contract and may be reported to Upwork and pursued through remedies available under the contract or applicable law. 4. Deliverables One preferred concept site plan. Pad-count table identifying back-in, pull-through, and cabin/park-model sites. Representative pad dimensions, road widths, and turning radii called out on the plan. Amenity, cabin, tree-preservation, service, and stormwater areas delineated. One consolidated ESM revision round, plus reasonable minor cleanup revisions. Native DWG saved to AutoCAD 2018 format. Drawing units in US Survey Feet. Clean layers, blocks, and XREFs using ESM standards provided at kickoff. Final eTransmit package, purged and audited, with no unnecessary proxy objects or broken references. Final drawing saved at zoom extents. 24" × 36" PDF. Site-data table included in the DWG and delivered separately as XLSX or CSV. 5. Qualifications 5+ years of AutoCAD experience with strong Civil 3D and 2D site-layout capability. Demonstrated experience with RV parks, campgrounds, resorts, manufactured-housing communities, subdivisions, or comparable large land-development sites. Strong understanding of road and pad geometry for large recreational vehicles. Comfortable working from engineer redlines and written direction. Good written English. Able to provide reasonable overlap with US Eastern Time for coordination. Individual freelancers only. No agencies, team accounts, or undisclosed subcontractors. 6. Budget & Schedule Fixed Price: $600 Milestone Scope Amount M1 Initial concept: basemap, road network, complete preliminary pad layout, amenity areas, and preliminary site count $250 M2 Incorporate one consolidated ESM markup/revision round $150 M3 Final DWG/eTransmit package, 24×36 PDF, and site-data table $200 Estimated effort: 40–50 hours M1: within 7 business days after release of complete project files. Final package: approximately 12 business days after kickoff. One consolidated revision round included, plus minor revisions reasonably within the estimated effort. 7. Application Questions 1. Clearly state what you personally drafted. Attach one sample DWG or a short screen recording showing one of your drawings. 2.
