Civil/Sanitary Sewer Engineering Consultant – Independent Technical Review of Sanitary Sewer Study (California) Project Overview: I am seeking an experienced California Civil Engineer or Sanitary Sewer Engineer with expertise in wastewater collection systems and hydraulic modeling to perform an independent technical review of a Sanitary Sewer Capacity Study prepared for a residential development in Alameda County, California. The objective is to verify whether the report is technically accurate, supported by appropriate engineering methodology, and suitable for submission to the Oro Loma Sanitary District (OLSD). The report has already been prepared. I need an independent expert to critically evaluate it and identify any engineering issues, incorrect assumptions, unsupported conclusions, or missing analyses. Scope of Review The consultant will review the entire report and evaluate: 1. Project Description Verify that the project description accurately reflects the proposed development. Confirm whether the reported dwelling-unit count is correct. Determine whether the sanitary sewer study trigger has been correctly applied based on the actual number of dwelling units. 2. Engineering Assumptions Review and verify all engineering assumptions, including: -Population assumptions -Wastewater generation rates -Occupancy assumptions -Peaking factors -Wet-weather multipliers -Design criteria -Applicable California and OLSD standards Identify any assumptions that are unsupported or inconsistent with accepted engineering practice. 3. Hydraulic Calculations Review all calculations, including: -Average Dry Weather Flow (ADWF) -Peak Dry Weather Flow (PDWF) -Peak Wet Weather Flow (PWWF) -Manning's Equation calculations -Pipe capacity calculations -Percent-full calculations -Capacity verification -Hydraulic modeling methodology Verify that the calculations are mathematically correct and technically justified. 4. Statistical and Technical Data Validation Review the statistical data and engineering findings presented in the report. Confirm whether: -The conclusions are supported by the calculations. -The reported values are internally consistent. -The methodology follows accepted wastewater engineering practices. -Any data appears unrealistic, overstated, or unsupported. 5. Compliance Review Determine whether the report complies with: -Oro Loma Sanitary District (OLSD) requirements -Standard Procedure No. 002 -Applicable California engineering practices -Municipal wastewater design standards 6. Report Quality Review Identify: -Missing information -Placeholder sections that must be completed -Unsupported statements -Contradictory information -Missing references -Missing engineering justification Provide recommendations to improve the report before submission. 7. Independent Professional Opinion Provide an independent opinion regarding: -Whether the report is technically defensible. -Whether additional field work or analysis is required. -Whether the conclusions are adequately supported. -Whether the report is suitable for agency submission. -Deliverables Please provide: -A marked-up PDF or Word version with review comments. -A written technical review memorandum summarizing: *Errors identified *Recommended revisions *Missing analyses *Risk items *Overall assessment *Verification of the calculations and engineering methodology. *Recommendations for improving the report prior to submission. *Desired Qualifications *California Licensed Professional Civil Engineer (PE) preferred. *Experience preparing or reviewing Sanitary Sewer Capacity Studies. *Experience with municipal wastewater collection systems. *Experience with hydraulic modeling (SewerGEMS, InfoWorks ICM, EPA SWMM, or similar). *Familiarity with California sewer agencies, especially Bay Area municipalities or special districts. *Strong understanding of wastewater flow calculations and sewer capacity analysis. *Proposal Requirements Please include: -A summary of your relevant experience. -Similar sewer capacity studies you have reviewed or prepared. -Professional license and credentials. -Estimated turnaround time. -Fixed-price or hourly fee. -Any questions or additional information you would need before starting. The goal is to obtain an independent, technically rigorous review of the report to ensure that the engineering assumptions, calculations, conclusions, and regulatory applicability are accurate, complete, and defensible before submission to the reviewing agency. Additionally, the consultant should verify whether the sanitary sewer study is required at all, based on the project's actual dwelling-unit count and applicable OLSD criteria.
