Cold Email System Setup

I need help building a cold email system that I can run independently. The goal is to set up the system so I can manage and use it on my own, not to have someone run it for me. I’m looking for someone who can create a reliable process that includes sourcing the leads from a reliable third party, importing the leads into a mailing system, setting up whatever email accounts are necessary, integrating sending/tracking tools, organizing the workflow, and make sure everything is easy to maintain after setup. I'd like to not only understand what it will cost to build the system, but what ongoing costs I should expect from the various subscriptions I may need for the system.
