Conversation design and dialogue datasets for a multilingual assistant

We are a non-profit research organisation in Germany building an AI assistant that helps people with limited German complete government forms. The project is publicly funded by the German Federal Ministry of Labour and Social Affairs and runs until mid 2027. This contract is about how the assistant talks. We need dialogue and interaction datasets: how the assistant guides someone through a form, how it phrases questions so they are understandable at roughly A2 level, how it asks follow-up questions when an answer is incomplete or ambiguous, and how it explains bureaucratic and legal terms without becoming legal advice. DELIVERABLES, FOUR MILESTONES 30 Sep 2026: interaction concept plus dialogue set for a first form 31 Oct 2026: dialogue sets for further forms, at least one additional target language 30 Nov 2026: follow-up and edge-case handling, error and ambiguity paths 31 Dec 2026: consolidation, documentation, handover Scope per milestone is agreed with us at the start of each period, so there is room to adapt as the project learns. WHAT WE ARE LOOKING FOR Conversation design or product design experience, a feel for plain language, and ideally work with users who have low literacy or low digital confidence. This is a design task expressed as data, not an engineering task. Arabic, Ukrainian, Turkish, Russian or Farsi are relevant target languages. PRICING AND DEADLINE We have deliberately set no budget for this contract. Please quote your own fixed price for the full scope, in EUR. Payment follows acceptance of each milestone. Deadline for proposals: 12 August 2026, 12:00 CEST. How we will decide: price 40 percent, experience with conversation or product design 20 percent, experience with multilingual or plain language content 20 percent, availability across all four milestones 20 percent.
