Editor for Video Recording that is 1 hr original and around 35-40 min edited

I need a video editor to edit 1-hour (now 40 minutes edited) for Substack and possibly to create shorts for LinkedIn, FB and/or YouTube. The ideal candidate will have experience in video editing and creating engaging content for social media platforms. I have worked on this video in Descript and it sounds okay, but can be improved. I don't really care what tool you use for the editing. The original file and the more recent compositions can be provided. The editor needs to be able to work efficiently and the end product needs to be as high quality as possible given the source recording that has some transmission delays. My preference would be to work on a flat fee for the first video. Ideally I would provide the video to you in the next day or two and then you could turn it around in a few days. From a longer-term perspective, I will have similar videos to edit on a monthly basis. Actually, I have two other videos from the past that can be cleaned-up too.
