Florida/U.S. Estate Planning Attorney for Consultation -- Adult Guardianship

I have a 60-ish U.S. Army friend, not family, who has suffered a stroke and is currently incapacitated. He has a brother, and his mother is still alive, but she is in her 90s, lives in Colombia, and not capable of taking care of him. He is a Florida Resident, but his brother is likely a Tennessee Resident. He has a minor daughter but was never married to her mother, and he is completely estranged from both of them. He did not have any kind of Estate Planning, POA, or Healthcare Directives. He has employees and assets, but no one has access to any of his accounts to pay his bills. He gets money directly deposited to his bank account(s) every month, but his home is now facing foreclosure. My question is: Can the Court be Petitioned for someone, his brother, me, another friend, to have access to his account(s) as some kind of "Trustee" to keep his estate and business alive on the hopes that he will one day recover? Any takers for a consultation?
