About Action4Equity Action4Equity is a Black-led systems change organization advancing equity through community organizing, community governance, public policy, and community development. Our work spans education, health, housing, economic mobility, justice, and community well-being. We partner with residents, nonprofits, philanthropy, healthcare systems, government, and other institutions to create measurable systems change. As our organization continues to grow, we are investing in the organizational infrastructure needed to measure impact, improve decision-making, and strengthen community outcomes. This Is Not a Traditional Evaluation Role If your experience is primarily grant reporting, compliance, or program evaluation, this engagement is probably not the right fit. We are looking for an executive-level thought partner who can build the organizational systems that help leadership learn, adapt, improve, and demonstrate impact. This role sits at the intersection of executive strategy, organizational learning, performance management, evaluation, data, and systems change. Our Philosophy Action4Equity's work is grounded in Paulo Freire's Pedagogy of the Oppressed and the belief that people closest to community challenges are also closest to the solutions. We do not view residents as subjects to be studied or beneficiaries to be measured. We view them as co-creators of knowledge, co-designers of solutions, and leaders in defining what success looks like. Our approach integrates: Pedagogy of the Oppressed Community Governance Participatory Research Systems Thinking Continuous Organizational Learning Results Count® (Annie E. Casey Foundation) We already use the Results Count® framework as the foundation of our organizational performance management system. We are not looking for someone to replace that methodology. Instead, we are looking for someone who can operationalize and scale Results Count® across the organization by building the infrastructure, governance, dashboards, scorecards, reporting systems, and organizational routines necessary to make it an executive management system rather than simply a reporting framework. We believe data exists to strengthen community decision-making—not simply satisfy funders. The Opportunity We are seeking a Fractional Chief Impact Officer to build Action4Equity's enterprise performance management and organizational learning function. Working directly with our Co-CEOs and executive leadership team, you will design the systems that allow our Board, leadership, staff, and community partners to understand organizational performance and continuously improve our impact. This engagement begins with a 90-day implementation project. Our intention is to establish a long-term relationship with the right candidate. Following successful completion of the initial engagement, there is a strong opportunity to continue as Action4Equity's ongoing Fractional Chief Impact Officer, providing executive leadership for organizational performance management, organizational learning, evaluation, and data strategy. Scope of Work The selected consultant will help design and implement: Enterprise performance management framework Organization-wide KPIs Executive dashboards Board dashboards Department scorecards Results Count® implementation Organizational learning systems Evaluation framework Community well-being measurement Systems change measurement Data governance standards Grant outcome measurement framework Organizational reporting systems Quarterly performance review process Annual impact reporting AI-enabled reporting and analytics where appropriate Initial 90-Day Deliverables Days 1–30 Assess current performance management systems Review existing metrics and reporting Evaluate Results Count® implementation Identify organizational data gaps Deliver Executive Assessment with recommendations Days 31–60 Develop enterprise KPI framework Design executive dashboard Design Board dashboard Create departmental scorecards Develop standardized reporting templates Build implementation roadmap Days 61–90 Launch executive dashboards Implement organizational scorecards Establish quarterly performance review process Develop annual impact reporting framework Train executive leadership Deliver long-term roadmap for ongoing management Ideal Background We're looking for professionals who have served in roles such as: Chief Impact Officer Chief Strategy Officer Chief Performance Officer Chief Data Officer VP of Strategy VP of Organizational Effectiveness Director of Learning & Evaluation Executive Strategy Consultant Organizational Development Executive You should have experience building enterprise-wide performance management systems—not simply evaluating individual programs. Preferred Experience Experience with one or more of the following is highly desirable: Results Count® Results-Based Accountability (RBA) Participatory Evaluation Community-Based Participatory Research (CBPR) Participatory Action Research (PAR) Developmental Evaluation Organizational Learning Systems Thinking Collective Impact Community Governance Change Management Executive Dashboard Development Performance Management Systems Experience working with nonprofit organizations, philanthropy, government, healthcare systems, higher education, or community-based organizations is preferred. Deliverables By the conclusion of the initial engagement, Action4Equity expects to receive: Enterprise KPI framework Executive dashboard Board dashboard Department scorecards Enterprise performance management framework Evaluation framework Organizational learning framework Data governance recommendations Quarterly reporting process Annual impact reporting framework Executive implementation roadmap Proposal Requirements Please include: A brief summary of organizations similar to Action4Equity that you've supported. Your experience implementing Results Count®, Results-Based Accountability (RBA), or other performance management frameworks. Your experience with participatory evaluation, organizational learning, community governance, or systems change. An example of how your work improved executive decision-making. Your proposed approach to the first 90 days. Your estimated weekly availability. Your hourly or fixed-project rate. What Success Looks Like At the end of this engagement, Action4Equity will have an enterprise performance management and organizational learning system that integrates Results Count®, community governance, participatory learning, and executive decision-making. Leadership, staff, residents, and the Board will have timely, meaningful information that supports better decisions, continuous improvement, and measurable systems change while honoring the expertise and leadership of the communities we serve. Successful completion of this engagement is expected to transition into an ongoing fractional executive relationship leading and continuously improving this function as Action4Equity grows.
