Full-Stack Development Team

We are looking for an experienced 2–3 person technical development team for a 6-month / approximately 26-week enhancement project involving an existing Government Social Welfare Management Information System. The existing system uses ASP.NET Core, C#, Entity Framework Core, PostgreSQL, REST APIs, Docker, Ubuntu, nginx and Cloudflare. The team should collectively cover three main areas: Senior .NET Solution Architect / Technical Lead – architecture, backend, database design, payment and grievance modules, security, audit logging, integrations and overall technical leadership. Senior Full-Stack / Integration Developer – frontend development, APIs, beneficiary functions, payment workflows, dashboards, OTP, external integrations and offline functionality. PostgreSQL / DevOps / Data Migration Engineer – database mapping and migration, Docker, CI/CD, staging, backups, Disaster Recovery, infrastructure and production deployment. Main Project Scope The selected team will review the existing system and complete enhancements including: Existing source-code and architecture review PostgreSQL database review and data mapping Household ID/database restructuring Payment Management Module ABA/banking payment integration Grievance Management Module Consolidated beneficiary search Deceased-beneficiary payment controls Mobile OTP verification Mobile-prefix and alternate-contact enhancements Mandatory birth-certificate validation Payment reports and management dashboards Budget forecasting and analytics Offline-first operation and data synchronisation External government/API integrations Comprehensive audit trail Role-based access controls and security improvements Backup and Disaster Recovery CI/CD and staging/UAT environments Data migration and reconciliation Testing, UAT and bug fixing VA/PT security remediation Technical documentation Production deployment and handover Indicative 6-Month Plan Month 1: Technical takeover, source code/database review, staging, infrastructure, backup and architecture assessment. Month 2: Household ID planning, security, access controls, audit framework, database migration preparation and quick enhancements. Month 3: Database/data restructuring, beneficiary improvements, Payment Module and Grievance Module development. Month 4: Payment and grievance workflows, reporting, offline architecture and synchronisation. Month 5: Banking/ABA integration, OTP, APIs, dashboards, analytics, performance and Disaster Recovery. Month 6: Full testing, UAT, migration rehearsal, VA/PT remediation, documentation, deployment, training and go-live support. Required Experience Candidates should have strong experience in: ASP.NET Core / C#, PostgreSQL, Entity Framework Core, REST APIs, Docker, Linux, Git, CI/CD, data migration, database optimisation, API integrations, security, RBAC, audit logging, backup and Disaster Recovery. Experience with government systems, banking/payment systems, complex MIS/ERP systems, sensitive data and offline applications is highly preferred. Engagement Duration: Approximately 6 months Team Size: 2–3 senior technical resources Preferred: Agency/team capable of covering all required skills, although individual senior specialists may also apply.
