About Us The B3 Collective is a Seattle-based research and advisory organization. We build and license standards for human-centric technology through two proprietary frameworks: The Human Standards™ (THS™), a seven-dimension compassion assessment instrument, and the Compassionate Technology Standards™ (CTS™), a seven-domain, 28-criteria audit framework. We deliver certification, auditing, and advisory services to technology organizations, and we are positioned as the human-centric counterpart to technical governance frameworks such as ISO 42001 and B Corp. What We Need We are seeking an experienced federal grant and contract writer to build our public-sector revenue channel. This is not a one-off proposal assignment. We want someone who can establish the pipeline, prepare the certifications and registrations that unlock set-aside eligibility, and then write and manage submissions on an ongoing basis. Scope of Work Certification and registration strategy. Assess our eligibility for and manage applications toward relevant designations, which may include 8(a) Business Development, Women-Owned Small Business (WOSB), Economically Disadvantaged WOSB (EDWOSB), Small Disadvantaged Business (SDB), state and municipal MBE/WBE certifications, and Washington State OMWBE. Advise on which are worth pursuing given our size, structure, and timeline. SAM.gov and registration hygiene. Review and maintain our SAM.gov profile, NAICS code selection, capability statement, and UEI. Advise on CAGE and any agency-specific vendor portals. Opportunity identification. Monitor SAM.gov, Grants.gov, state portals, and agency forecasts for opportunities matching technology governance, AI ethics and assurance, workforce standards, digital equity, and organizational assessment work. Deliver a qualified opportunity list on a recurring cadence with go/no-go recommendations. Proposal development. Write and assemble full responses including technical narrative, past performance, staffing plans, and compliance matrices. Manage the submission calendar and deadlines. Teaming and subcontracting. We have an existing relationship with a SAM.gov-registered consulting firm willing to prime with The B3 Collective as subcontractor. Help us structure and expand teaming arrangements, mentor-protégé pathways, and joint ventures where advantageous. Capability statement and past performance library. Build the reusable asset base so future submissions move faster. Who We Are Looking For Demonstrated federal proposal wins, with dollar values and agencies you can name Direct experience shepherding a company through 8(a), WOSB, EDWOSB, or SDB certification, not just familiarity with the requirements Working knowledge of FAR and the small business subcontracting rules Comfortable with a small, founder-led organization where you will have direct access to the CEO and CFO Able to distinguish between opportunities we can realistically win and opportunities that would waste our cycles. We would rather hear "do not bid this" than receive five weak submissions.
