Graphic Designer / Vector Specialist Needed to Trace Cartoon Character Illustration

I am looking for an experienced graphic designer or vector specialist to isolate and manually trace a character from a high-resolution photograph. This is for a private, personal project (a one-off custom watch dial gift for a friend). Isolate the Character: Please extract only the vintage cartoon mouse character (holding a coffee cup) located between the 7 o'clock and 9 o'clock marks on the attached watch face image. Do Not Include: Do not include any of the surrounding text, index markers, or the green watch dial background. Fix/Fill Gaps: The physical metal watch hands partially overlap the character's face and shoulder in the photo. Please clean up these areas and draw them completely so the lines look smooth and natural. Deliverables: I need a sharp, scalable vector file with a transparent background. Please deliver the final assets in both .AI and .SVG formats so I can forward them directly to my watch manufacturer.
