Job Title - Senior HHS Eligibility Modernization SME / Enterprise Solution Architect (Part-Time Consultant) ________________________________________ Employment Type • Independent Consultant • Part-Time (10–30 hours) • Remote • Short-Term Consulting Engagement • Potential extension based on future project phases About the Role We are seeking a highly experienced Senior HHS Eligibility Modernization SME / Enterprise Solution Architect to support a strategic advisory engagement involving modernization of large-scale public sector eligibility and enrollment systems. The ideal candidate has led or architected statewide Human Services modernization initiatives and possesses deep knowledge of eligibility systems, enterprise architecture, integration, and digital transformation. This is a consulting role focused on architecture, strategy, and solution advisory—not software development. ________________________________________ Responsibilities • Review business and technical requirements. • Recommend enterprise architecture and modernization strategy. • Advise on centralized, federated, and hybrid eligibility architectures. • Design and validate approaches for: o Unified Citizen Portals o Eligibility & Enrollment modernization o Master Person Index (MPI) / Master Client Index (MCI) o Identity & Access Management (IAM) o API-led integration o Enterprise interoperability o Legacy system modernization o Cross-agency workflows • Recommend implementation sequencing and modernization roadmap. • Identify technical and business risks with mitigation strategies. • Provide lessons learned and industry best practices from prior statewide implementations. • Review and strengthen technical response documents. • Participate in technical workshops and strategy discussions. ________________________________________ Required Qualifications • 15+ years of IT experience. • 10+ years supporting State Health & Human Services (HHS) or Integrated Eligibility initiatives. • Hands-on experience designing or leading one or more statewide Human Services modernization programs. • Strong understanding of enterprise architecture and large-scale government modernization. • Experience with eligibility and enrollment solutions supporting multiple benefit programs. ________________________________________ Required Domain Experience Experience with one or more of the following programs: • SNAP • TANF • Medicaid • WIC • Child Care Assistance • LIHEAP • Other public assistance eligibility programs ________________________________________ Required Technical Expertise Experience in several of the following areas: • Enterprise Architecture • Integrated Eligibility Systems (IES) • Citizen Self-Service Portals • Enterprise Integration • API Strategy & API Management • Master Person Index (MPI) / Master Client Index (MCI) • Identity & Access Management (IAM) • Single Sign-On (SSO) • Data Integration & Data Governance • Workflow Automation • Document Management • Cloud Architecture (Azure and/or AWS) • Legacy System Integration and Modernization • Business Rules Management ________________________________________ Preferred Experience Experience with: • Multi-agency Human Services modernization initiatives • State government eligibility modernization • Cross-program case management • Enterprise digital transformation • Large-scale modernization roadmaps • Organizational change management for public sector modernization ________________________________________ Preferred Previous Roles • Enterprise Architect • Chief Architect • Lead Solution Architect • HHS Modernization Architect • Eligibility Systems Architect • Enterprise Integration Architect • Technical Program Architect • Digital Transformation Architect ________________________________________ Nice to Have Experience with one or more of the following platforms or technologies: • Salesforce Public Sector • Microsoft Dynamics 365 / Power Platform • IBM Curam • Pega • Oracle Health & Human Services • MuleSoft • Boomi • Azure Integration Services ________________________________________ Deliverables • Architecture recommendations • Modernization strategy • Technical review of response documents • Risk assessment and mitigation recommendations • Implementation roadmap recommendations • Participation in review meetings and technical discussions ________________________________________ Ideal Candidate The ideal consultant has personally designed or architected statewide eligibility modernization initiatives and understands both the business and technical aspects of public assistance programs. They should be comfortable advising executive leadership on enterprise architecture, modernization strategy, interoperability, governance, and implementation planning while bringing practical lessons learned from real-world Human Services transformations.
