Summary

We are seeking an experienced Civil Engineer, Urban Planner, or Land Development Designer to prepare the executive subdivision plan for a property located in Apodaca, Nuevo León, Mexico. The project consists of developing an industrial subdivision intended primarily for light-industrial uses. The selected professional will be responsible for preparing a technically feasible and regulation-compliant lot layout, considering the applicable municipal and state planning, land-use, subdivision, roadway, environmental, and infrastructure requirements. This is not only a conceptual lot layout. We require a coordinated executive-level subdivision plan that can be used for technical review, project evaluation, budgeting, and subsequent municipal approval procedures. PROJECT OBJECTIVES • Develop an efficient industrial lot layout that maximizes the property’s usable and marketable area. • Create industrial lots suitable for light-industry operations. • Provide adequate internal roadways, access points, maneuvering areas, and circulation for service and freight vehicles. • Identify required easements, restrictions, setbacks, rights-of-way, municipal dedication areas, green areas, and infrastructure corridors. • Ensure that the proposed subdivision complies with the current regulations applicable in Apodaca, Nuevo León, Mexico. • Deliver a complete, organized, and fully editable AutoCAD file. SCOPE OF WORK Regulatory Review The selected professional must research, identify, and apply the current regulations applicable to the property and proposed light-industrial subdivision, including, as applicable: • Municipal development and zoning plans • Land-use and density requirements • Subdivision and urban development regulations • Minimum industrial lot dimensions and areas • Minimum lot frontages • Building setbacks and restrictions • Roadway rights-of-way and cross-section requirements • Sidewalks, green areas, municipal dedication areas, and public spaces • Access and circulation requirements • Parking, loading, and service requirements applicable to light-industrial uses • Utility and infrastructure easements • Drainage and stormwater considerations • Fire department and emergency-access requirements • Environmental or other applicable restrictions A concise regulatory matrix must be included, identifying each criterion applied, its source, and how it affects the design. Site and Constraint Analysis Review all available property information, including: • Boundary and survey information • Property dimensions and total area • Existing access points and surrounding roadways • Topographic information, when available • Existing utilities and infrastructure • Easements, rights-of-way, and legal restrictions • Existing drainage conditions • Adjacent land uses and potential design constraints Any missing information, discrepancy, or assumption that may affect the design must be clearly documented. Industrial Lot Layout Develop an optimized subdivision proposal that includes: • Numbered industrial lots • Dimensions, bearings, frontages, depths, and areas • Lot corner coordinates • Minimum setbacks and buildable areas • Proposed land-use designation • Lot access points • Internal roadways and rights-of-way • Vehicle circulation and turning considerations • Access control and service entrances, when applicable • Green areas and municipal dedication areas • Utility, drainage, and other required easements • Reserved or non-developable areas • General area summary and land-use distribution table The layout should balance regulatory compliance, operational functionality, infrastructure efficiency, and maximum saleable industrial area. Roadway and Access Layout Prepare the geometric layout of the proposed internal roadway system, including: • Roadway alignments • Rights-of-way • Lane and pavement widths • Curbs and sidewalks, when applicable • Intersections • Turning radii • Cul-de-sacs or truck turnaround areas, when required • Property access and connection to existing roads • Preliminary roadway cross-sections • Circulation suitable for light-industrial and service vehicles Preliminary Infrastructure Coordination Identify the proposed corridors and general layout for: • Potable water • Sanitary sewer • Storm drainage • Electrical service • Telecommunications • Street lighting • Fire-protection infrastructure, when applicable Detailed engineering calculations for each utility system should be identified separately if they are not included in the proposed fixed fee. REQUIRED DELIVERABLES Fully editable AutoCAD files in DWG format. PDF drawing set for review and presentation. Drawings organized with professional layers, lineweights, colors, text styles, dimensions, blocks, and external references. Georeferenced site plan using the coordinate system provided in the survey information. General subdivision plan showing: • Property boundary • Industrial lots • Lot numbers • Dimensions and areas • Bearings and coordinates • Internal roads and rights-of-way • Access points • Easements and restrictions • Green and municipal dedication areas • General notes and applicable regulations Area summary table showing, at minimum: • Total property area • Saleable industrial lot area • Roadway area • Green area • Municipal dedication area • Easement or restricted area • Other non-saleable areas • Percentage represented by each category Lot schedule in Excel or AutoCAD containing lot number, area, frontage, depth, and relevant observations. Regulatory compliance matrix identifying applicable provisions, sources, design criteria, and compliance status. List of assumptions, exclusions, discrepancies, missing information, and items requiring confirmation. At least one preliminary design presentation and one revision after our review. AUTOCAD REQUIREMENTS • Deliverables must be prepared in AutoCAD and provided in fully editable DWG format. • Metric units must be used. • All geometry must be drawn at the correct scale. • Polylines must be closed and area calculations must be verifiable. • Layers and drawing references must be clearly organized. • All fonts, CTB files, blocks, references, and supporting files required to open and print the drawings must be included. • A clean PDF version of the final drawing set must also be provided. PREFERRED QUALIFICATIONS • Proven experience in industrial subdivisions, industrial parks, land development, or urbanization projects. • Professional experience in Mexico, preferably in Nuevo León or the Monterrey metropolitan area. • Knowledge of Apodaca municipal regulations and approval processes. • Strong AutoCAD and civil-site-design skills. • Ability to interpret surveys, topography, zoning, and land-use regulations. • Experience designing roadways and circulation for industrial vehicles. • Ability to prepare clear, coordinated, and technically supported construction documents. • Spanish-language proficiency is strongly preferred because the regulations and municipal documents are in Spanish. INFORMATION TO INCLUDE IN YOUR PROPOSAL Please provide: A brief description of your relevant experience with industrial subdivisions or industrial parks. Examples of similar projects completed in Mexico. Confirmation of your familiarity with the regulations applicable in Apodaca, Nuevo León. A description of the drawings and technical documents included in your proposed scope. Identification of any studies, surveys, or project information required from us. Your proposed fixed fee. Your estimated turnaround time. The number of revisions included. Confirmation that all final files will be delivered in fully editable AutoCAD DWG format. Clarification regarding whether roadway, grading, drainage, and utility engineering are included in your fee or would require separate services. The selected professional must review the available information before beginning the final design and immediately notify us of any missing documents or regulatory issues that may affect the feasibility or approval of the proposed subdivision.
