Limit rotation of a ball joint while keeping other axes free

Summary

We are looking for an idea/concept that will allow a ball joint to pivot freely, but limit its 'spin' to 180 degrees on each side. A winning idea will result in a $300 bonus! Please see and listen to the video attached to understand exactly what this means. The core of the problem is that we have cables passing through the ball joint, and if the joint can spin indefinitely, the cables will get twisted. The mechanism for preventing the spin must not interfere with the joint being oriented/angled in any other direction, and the spin should be limited even when the ball joint has been repositioned/angled. Please note: Upon entering a contract, we ask that you start with just 1 hour (paid of course) of work to come up with your initial ideas/concepts for the joint and submit that to us. If what you provide is on the correct path, subsequent hours will be approved, and once it reaches a state that i can take it over and polish it to our final internal specs, you will receive a $300 bonus! However, due to the high complexity and constraints of the project, if the ideas submitted after the initial hour are not inline with our expectations, the contract will be terminated, we hope there will be no hard feelings there! Constraints: - The hole through the joint must remain as that's where the cables pass - you may add an extra part if needed, but it must remain sleek, and the joint should retain 45 degrees of pivoting freedom in all directions - If you need to adjust or remove the silicone part (purple in my cad) you may do so, but your replacement must provide friction for the ball so that it holds its position when re-oriented.
