MEP Designer for Residential Complex

I need to hire an engineer or technical drafter specialized in electrical, sanitary and gas installations (MEP) to develop the complete technical documentation for an intergenerational residential project located in Scandicci, Florence, Italy. The project includes community wellness areas: libraries, common rooms, study areas, and a central plaza. This work is strictly confidential — an NDA (Non-Disclosure Agreement) will be signed before sharing any base project files. Important note: this project is for academic review, but the evaluation will be rigorous regarding regulatory compliance, technical consistency, and quality of presentation. Building Data (architectural floor plan will be provided) 5-story building Level 1 (ground floor): open/free (no defined use / open space) Levels 2 through 5: mixed use — residential + wellness (library, common rooms, study areas) The project is divided into 2 blocks, physically separated by the tram line running through the center of the site The base architectural floor plan will be provided by me (the project owner) Scope of Work 1. Electrical Plans -Circuit distribution per block/building -Load schedules and panel boards -Lighting (interior and exterior/central plaza) -Outlets and power -Grounding system -Functional explanation of each block 2. Sanitary Plans -Potable water network -Wastewater/drainage network -Stormwater (relevant due to Tuscany's hydraulic risk regulations) -Cold and hot sanitary water system (DHW) following the Italian standard — the freelancer must research how this system works in Italy (e.g., centralized vs. individual/autonomous production schemes, common practice in Italian multi-family residential buildings) and apply it correctly to the project -Isometric diagrams 3. Gas Plan -Building gas distribution network -Gas systems in Italy are typically managed at the meter/common building management level — the freelancer must research and confirm how this scheme works (individual meters vs. common network, connection/service point locations, applicable safety regulations) before designing the network -Explanation of operation and safety (ventilation, regulatory clearances, etc.) 4. Mandatory Technical Requirements Compliance with Scandicci/Tuscany building regulations and the most recent applicable European regulations (EN standards for electrical, sanitary and gas installations) Each design decision must have the specific regulation noted alongside it that supports it (standard number, article, etc.) Complete legend and explanation of symbols on each plan Units: the entire project must be worked in meters (m), with 2 decimal places (e.g., 3.25 m) Delivery format: DWG, following professional lineweight/linetype standards 5. Language All plans, legends, and technical notes must be delivered in Spanish only, even though the project is located in Italy Profile I'm Looking For Proven experience in electrical, sanitary, and gas installations (MEP) for residential projects in Italy or the EU Knowledge of Italian building regulations (especially Tuscany) and European regulations (EN) Specific knowledge of domestic hot water systems and gas distribution in Italian residential buildings Expert use of AutoCAD (native DWG, not just exported) Fluent technical Spanish Available to work quickly and professionally Deliverables Editable DWG files (electrical, sanitary/hot-cold water, gas), in meters with 2 decimal places Legends and technical notes in Spanish Regulatory references alongside each design decision Brief explanatory memo on how each block and system functions Screening Questions (mandatory when applying) Do you have prior experience designing electrical, sanitary, or gas installations for residential projects in Italy or the European Union?
