Manipulate portrait photo (advanced image editing/manipulation)

I am looking to hire someone experienced with editing human bodies in photos to significantly change their structure and appearance, such as adding muscle tone/size to a skinny person. I have an image of a regular looking man I am using for a campaign. I am looking to hire someone to make the person in this photo more muscular. Things like: - Slightly more broad shoulders - Bigger, more muscular arms. - Bigger chest - Slightly more refined jawline. It's important for the changes to be 100% natural which is why I am looking to hire someone very experienced in manipulating the human body. AI should not be used for this project as it isn't accurate enough to capture many of the fine grain muscular details I am looking for. Please do not apply if you are not experienced in extensively manipulating photos of the human body! I have attached a "before and after" example of what I am looking for.
