2D Mascot Animator & Character Rigger

I have an existing mascot for Favela Solar, a portable solar-energy project based in Rio de Janeiro, Brazil. I need an experienced 2D animator/rigger to turn my current artwork into a fully reusable animated character. The final character should stay as close as possible to the original design. Initial animations needed include idle/breathing, walking, talking/lip-sync, blinking, facial expressions, waving, thumbs-up, pointing, carrying a solar power station, unfolding a solar panel, plugging equipment, and celebrating when power comes on. Deliverables include a reusable rig, transparent-background animations, high-resolution video exports, editable source files, commercial usage rights, and separate reusable animation cycles. Please share relevant examples, your recommended software, whether you will provide complete editable files, your price for the initial rig and animation set, and confirmation of commercial rights.
