Motion Designer for WordPress Site, Bring a Static Mock-Up to Life

We are a digital marketing agency that builds websites for healthcare and aesthetic practices. We are looking for a motion designer who can take a static mock-up and turn it into an animated section on a WordPress site. The project: We have a mock-up of one page section. It has a photo of a person and a set of icons with text next to each one. Right now it does not move. We want it to feel alive. We are open to your ideas. Requirements: It must work well on desktop AND mobile. The layouts can be different on each. The text has to stay readable to Google. We need these words indexed for SEO, so the content cannot be locked inside an image or video file. It needs to work on a WordPress site. Questions to answer in your proposal: Please send links to motion work you have done on live websites. We want to see it running on a real site, not just a demo reel. Would you build this in Elementor, or would you write custom code and drop it in? We think Elementor may limit us, but tell us what you would do and why. How would you keep the text readable for SEO?
