Need Vector file for large-format printing

Using the attached AI rendered image of Detroit city scape, we need someone to recreate this to scale to print 20' w x 6'h. Must be a vector file. The concept has to remain the same but the image itself can change a bit. There are some aspects that need to be corrected such as the hands should be left and right hands, one hand has too many fingers. The logo must remain the same. The background should be white but include the clouds. This will be a high definition print. Cannot look pixelated. Additionally, there are too many of the same buildings in this Detroit city scene. That needs to be fixed. This will be printed on a wall in a restaurant. It will be viewed within three feet. The quality has to be high. There is a rush to complete this. Need a 12 hour turn around.
