Product Engineering Edits in CAD File

Summary

I have a reasonably simple CAD edit I would like to make. I have the source CAD file and a PDF I highlighted showing the required edit. I would need the edit complete in .DWG format and to preview the changes in PNG/PDF format. The attached file shows the part how it is currently, and the second file shows the edits I'd like to make.
