Programmatic SEO for large company-registry SaaS (Next.js, geo hubs)

We run netstate.co — a company-registry SaaS. ~300M registered businesses across 195 jurisdictions. Programmatic hubs already exist: - /states/[country] - /states/[country]/[state] (example: https://netstate.co/states/united-states/california — 4.7M entities, then city / industry / year / A–Z) - industry, year, and alpha sitemap shards - company profile pages This is a custom Next.js app, NOT WordPress or Webflow. Do not propose WP All Import / Webflow CMS templates. This is a monthly retainer at $3,000/month, not hourly. First month = audit + indexation plan + template recommendations. We renew month-to-month if the plan is good. Current state: - robots.txt is Disallow: / - pages send x-robots-tag: noindex, nofollow - sitemaps exist but are noindexed We need a technical programmatic SEO specialist, not a content mill. Scope (first month): 1. Indexation + crawl-budget plan: which page types to index first, which stay noindex, how to open robots.txt without exploding crawl. 2. Unique template strategy so geo / industry / city hubs are not thin duplicates. 3. Internal linking + schema for a registry (Organization / breadcrumbs / dataset). 4. Written 30-day implementation plan we can hand to engineering.
