Programmer with Indeed account creation and JSON Webhook Ability

We need someone who can create multiple accounts on Indeed for us to be able to run recruiting ads for our insurance company. We have all ads and marketing needs created. We need someone that can also setup a JSON Payload Delivery via Webhook. We will supply endpoint with entry code. This is a project we are wanting to test out, if it works well, we would be willing to setup a long term contract with the individual. We currently get blocked when we setup accounts on Indeed due to an old account process, so we need someone who knows how to work around that to help us run multiple accounts and ads to drive recruiting ads to help us hire insurance agents across united states.
