I am seeking a specialist with substantial experience preparing responses to USCIS Requests for Evidence and Notices of Intent to Deny, particularly in EB-1A cases. This is not a general petition-writing assignment. I need someone who specifically understands how to analyze an RFE/NOID, identify the officer’s concerns, develop a response strategy, and prepare a point-by-point rebuttal supported by documentary evidence and relevant USCIS standards. The case involves a business and infrastructure professional with experience in international investment projects, critical infrastructure, industrial projects, scientific infrastructure, and data centers. The selected specialist should be able to: review the original petition, RFE/NOID, prior submissions, and supporting evidence; identify legal, factual, and evidentiary weaknesses; prepare a deficiency-by-deficiency response strategy; draft or substantially revise the response letter; address Final Merits Determination; address Original Contributions of Major Significance; strengthen the definition of the beneficiary’s field; connect the accepted EB-1A criteria to sustained acclaim and top-of-field standing; review expert opinion and recommendation letters; organize exhibits and evidence citations; perform a final filing-quality review. I am primarily interested in professionals who regularly handle difficult USCIS RFE/NOID responses, not only initial EB-1A petitions. Licensed attorneys should provide their licensing jurisdiction and bar information. Paralegals and writers should clearly state whether they work under attorney supervision. All case materials will be treated as confidential.
