Surescripts Formulary & Benefit v60 and RTPB v13 Domain Expert for EHR Certification

We are an established U.S.-based EHR vendor seeking a consultant with direct, hands-on experience implementing Surescripts Formulary & Benefit and Real-Time Prescription Benefit functionality. Our EHR already has certified and operational Eligibility 270/271 functionality. We are preparing to implement and certify: NCPDP Formulary & Benefit Standard v60 NCPDP Real-Time Prescription Benefit Standard v13 We need an experienced domain consultant to guide our product, architecture, development, and QA teams through implementation and Surescripts certification before January 1, 2027. This Is Not a General Coding Position We are not looking for a general software developer or coder. We are looking for: A Surescripts Formulary/RTPB domain expert, or A developer or architect who also has substantial, hands-on Surescripts Formulary/RTPB domain experience Knowing C#, Java, APIs, XML, SQL, or healthcare software is not sufficient by itself. The candidate must have personally participated in a real Surescripts Formulary, RTPB, or closely related certification project. Please do not apply based only on general e-prescribing experience or the belief that you can learn the standards after being hired. Consultant Responsibilities The consultant will help us: Review Surescripts and NCPDP documentation Identify requirements that apply to an EHR/provider vendor Separate EHR responsibilities from PBM/payer responsibilities Determine which existing Eligibility 270/271 functionality can be reused Explain dependencies among Eligibility, Formulary, RTPB, and NewRx Recommend the correct implementation sequence and architecture Translate certification requirements into clear development and QA tasks Review workflows, data processing, error handling, and prescriber displays Identify implementation decisions that may cause certification failures Support our team during staging, certification testing, remediation, and production preparation Required Formulary & Benefit Knowledge The consultant should understand: Formulary file retrieval from Surescripts Full loads, updates, and deletions File validation and processing failures Local formulary repository design Matching Eligibility information to the correct formulary files Formulary status, drug tiers, and preferred alternatives Copays, prior authorization, quantity limits, and step therapy Age and gender limits, product exclusions, and pharmacy networks Download scheduling and update frequency Prescriber display and certification requirements Required RTPB Knowledge The consultant should understand: RTPBRequest and RTPBResponse transactions Use of Eligibility 271 information in RTPB Patient, payer, member, prescription, and pharmacy information Drug identifiers, quantity, days’ supply, and unit of measure Message identification and transaction linkage XML schema validation and Surescripts business rules Patient-specific estimated costs Medication and pharmacy alternatives Prior-authorization and benefit information Technical errors versus PBM business errors Timeout and failure handling Prescriber display requirements Relationship between RTPB and NewRx Surescripts RTPB certification requirements Expected Initial Deliverables The initial engagement should produce: Applicable-document inventory EHR versus PBM/payer responsibility matrix Eligibility, Formulary, RTPB, and NewRx dependency diagram Formulary v60 implementation checklist RTPB v13 implementation checklist Certification-requirement traceability matrix Recommended implementation sequence Development and QA work plan Questions requiring clarification from Surescripts Certification-readiness plan Required Experience The preferred consultant will have: Direct Surescripts implementation experience Hands-on Formulary, RTPB, or both experience Experience with Surescripts staging or certification Strong understanding of relevant NCPDP standards Knowledge of Eligibility 270/271 Provider-vendor/EHR-side experience, preferably Ability to guide product managers, architects, developers, and QA analysts Technical experience with .NET, C#, SQL Server, REST APIs, or XML is helpful, but domain expertise is the primary requirement.
