Transportation Safety Lead / Principal Transportation Planner

ATG is identifying an independent contractor to lead a municipal roadway-safety planning engagement that combines program leadership, transportation-safety planning, crash and spatial analysis, stakeholder engagement, policy and process recommendations, project prioritization, and development of an implementation-focused final plan. The ideal professional will have credible municipal transportation-safety experience, strong references, availability for a mostly virtual engagement, and the ability to produce concise, client-ready work. Direct experience with federally aligned roadway-safety programs, Safe System or Vision Zero approaches, crash analysis, or adopted local safety plans will receive the greatest consideration. The project’s objective is to help a growing community reduce fatal and serious-injury crashes through a practical, data-informed safety program. Working Model • Expected project duration: approximately 9–12 months after authorization to begin. • Delivery model: primarily virtual, with limited travel for high-value milestones, field familiarization, workshops, or presentations. • Weekly hours are planning estimates, not guaranteed minimums. Workload will vary by phase and may be clustered around analysis, review, and deliverable deadlines. Expected Contribution • Serve as technical lead for the SS4A/Safe System safety-planning methodology and quality of transportation content. • Shape the safety-analysis framework, including crash trends, systemic risk, equity considerations, high-injury network or equivalent prioritization, and defensible countermeasure selection. • Translate findings into implementable strategies, policies, programs, and prioritized projects consistent with FHWA/USDOT SS4A expectations. • Coordinate technically with Pooler, GDOT, regional/local stakeholders, roadway owners, emergency services, and other agencies as appropriate. • Review maps, analyses, engagement findings, draft sections, and final plan for technical accuracy and compliance. • Support proposal development, interviews/presentations if requested, and concise client-facing technical discussions. Required Qualifications • Demonstrated transportation planning or transportation-safety experience on municipal/local-government engagements. • Direct role on one or more SS4A Action Plans strongly preferred; highly comparable Vision Zero, Local Road Safety Plan, Strategic Highway Safety Plan, or Safe System work may be considered. • Applied knowledge of Vision Zero and the Safe System Approach; FHWA/USDOT safety planning and implementation guidance; crash/safety analysis; and project prioritization. • Evidence of similar projects, specific personal responsibilities, outcomes, and client references that can verify performance. • Ability to provide a current résumé, project descriptions, at least three relevant professional references, rate, availability, and consent for proposal use. • Availability to participate beginning near the anticipated contract start and throughout planning milestones; disclose competing commitments. Preferred Differentiators Georgia/GDOT experience; adopted municipal safety plans; public engagement; equity analysis; benefit/cost or countermeasure screening; grant implementation readiness; AICP, PTOE, RSP, PE, or related credentials (credential not a substitute for direct past performance). Hourly rate is negotiable.
