USPTO Registered Patent Practitioner - Flat-Fee Pre-Filing Review of PCT Application

I am an independent inventor preparing to file a PCT international application through the US receiving office in early October 2026, claiming priority to a US provisional filed April 2026. The application is drafted and internally complete. I am looking for a USPTO registered patent attorney or agent to perform a substantive pre-filing review before I file. This is a review engagement only. I file pro se from my own Patent Center account, and the applicant is my own holding company. I am not asking you to file, prosecute, or represent me before any patent office. Subject matter: industrial monitoring and measurement systems. Software methods, sensor instrumentation, statistical inference, and cryptographic data structures, applied to fluid transport infrastructure. Best fit is a practitioner with an electrical engineering, computer science, or instrumentation and control background. Not a fit for biotech, chemical, or purely mechanical practice. Documents to review: 1. Specification, approximately 8,600 words, 22 pages 2. Claim set, 31 claims, four independents (two system, one method, one non-transitory medium), approximately 3,900 words 3. Abstract, 134 words 4. Nine drawing sheets, block diagrams and schematics, currently being formalized What I am asking for: 1. Claim review: antecedent basis, dependency structure and consistency, indefiniteness risk, means-plus-function exposure from module-style naming, breadth versus support in the specification. 2. Assessment of the four independent claims. I have restructured the set so that two specific technical constructions each anchor their own independent claim. I want your read on whether that structure is sound and whether the independents are appropriately scoped. 3. Specification review for PCT formal requirements and for adequate written description and enablement support for each claim. 4. Priority support check: confirmation that the claims are supported by the priority document, with any limitation flagged that may only be entitled to the PCT filing date. 5. Section 101 and obviousness exposure commentary at a practical level, with an eye toward what a USPTO examiner acting as ISA is likely to say in the written opinion. 6. A short written memo of findings with prioritized recommendations, plus a call to discuss. I have already had prior art analysis performed and can share the results, including the closest references identified and how the claims were structured to distinguish them. To be considered, please include: 1. Your USPTO registration number. 2. Your technical background and the art areas you regularly work in. 3. A flat fee quote for the scope above, and your turnaround time. 4. Confirmation that you are comfortable working with a pro se applicant on a review-only basis. Timeline: I would like the review completed by mid-September 2026 so I can apply feedback and file in early October. Documents will be shared after a mutual NDA is executed.
