USPTO provisional utility patent filing for foreign domicile

Summary

Here is my situation, briefly: I was preparing to file a provisional utility patent application myself, as an individual and independent inventor, categorically as a micro-entity. I have already done a large part of the work. I have a full draft specification, drawings, a draft claim set, and a prior art search done as thoroughly as my access and skills allow. My goal is an early priority date I can rely on when I go to PCT later. If it makes any sense as a sensible way to work, I would be happy with a quick review, correction, and filing rather than drafting from scratch.
