We need help setting up an end-to-end HR and compliance framework for a first-time employer in Virginia. The work includes reviewing current practices, identifying gaps, and creating a practical plan for payroll, benefits, employee records, and workplace compliance. The freelancer should be able to recommend a clear, actionable roadmap and help ensure the business is prepared for ongoing HR operations. This is a small project with a fixed budget of $600. Scope of Work & Deliverables Compliance & Legal Setup (US & Virginia): Audit and outline all federal and state requirements for hiring a part-time employee in Virginia (e.g., tax registration guidance, mandatory state reporting, workers' compensation requirements). Ensure wage and hour compliance (exempt vs. non-exempt classification, minimum wage, paid leave requirements under Virginia law). Core HR & Hiring Documentation: Draft a compliant, customizable Part-Time Employment Agreement / Offer Letter. Create a concise, tailored Employee Handbook for small business compliance (code of conduct, paid time off, remote work policies, standard procedures)(Specifically for Retail store employee). Assemble a standard New Hire Packet (W-4, VA Form VA-4, Form I-9, direct deposit authorization, emergency contacts). End-to-End Hiring & Onboarding Framework: Design a simple, structured recruiting and screening workflow for first-time hiring. Set up a repeatable Onboarding Checklist & System (from offer acceptance to Day 30) for seamless integration. Recommend low-cost or lightweight HR tools, software, or Payroll/HRIS platforms (e.g., Gusto, Rippling, QuickBooks) suitable for a small business. Required Qualifications Proven track record as an HR Consultant, HR Manager, or People Operations Manager in the United States. Deep familiarity with US Federal Labor Laws and specific expertise in Virginia Employment Laws. Experience building HR foundations and onboarding systems for small businesses or early-stage startups from ground zero. Strong capabilities in legal/HR drafting (offer letters, handbooks, compliance policies).
